When operating a food-related business, a food sanitation supervisor is required for each licensed facility.
Role of food sanitation supervisor
1. Establishment and obligations of a food sanitation supervisor
When operating food-related business, establishment and obligations of a food sanitation supervisor are required as follows:
(Excerpt from Annex 1 "Standard of Measures Required for Public Health”, Ordinance for Enforcement of the Food Sanitation Act
- The business operator shall be responsible for food sanitation at each licensed facility or shall appoint one food sanitation supervisor from among the workers in each said facility.
- The food sanitation supervisor shall be responsible for food sanitation as instructed by the business operator.
- The food sanitation supervisor should offer suggestions to the business operator when measures are necessary to prevent compromise of food sanitation.
- The food sanitation supervisor shall observe revisions and abolition of laws and regulations and shall endeavor to avoid any violations.
2. Attendance of practical training session for food sanitation
The food sanitation supervisor must always have up-to-date information on food sanitation to ensure proper sanitation management.
The Tokyo Metropolitan Government offers "practical training session for food sanitation" for food sanitation supervisors and others. Please contact your local health center for information on courses.

Qualifications for food sanitation supervisor and how to obtain the certification
1. Qualifications for food sanitation supervisor
To become a food sanitation supervisor, one must attend a training class for 6 hours or more.
- Public health (infectious diseases, disease prevention, environmental health, occupational health, etc.): 1 hour
- Public health regulations (Food Sanitation Act, facilities standards, management and operating standards, standards, and public health regulations, etc.): 2 hours
- Food sanitation (food accidents, food handling, sanitation management of facilities, voluntary management, etc.): 3 hours
6 hours total

With the national standardization, certificates of completion after April 1 1997 are valid throughout the country.
2 Exemption for attendance of practical training session
You are eligible to be food sanitation supervisor without attending training if you have one of the following certificates:
- Dietitian
- Licensed cook
- Confectionery hygiene master
- Hygiene management supervisor as stipulated in the Slaughterhouse Act
- Operation hygiene supervisor as stipulated in the Slaughterhouse Act
- Poultry slaughtering hygiene manager
- Ship dish person
- Person who is qualified to be a food sanitation supervisor or food sanitation inspector
