Overview of revision of the Tokyo Metropolitan Government Ordinance for the Regulating of Handling of Globefish

In order to prevent food poisoning caused by globefish, the Tokyo Metropolitan Government ensures the food safety relating to globefish by the “Tokyo Metropolitan Government Ordinance for the Regulating of Handling of Globefish.”
After the revision of the Food Sanitation Act, the issuance of the governmental circular entitled “Certification Criteria for Globefish Handlers”or“Certification Standards for Globefish Handlers,” and the improvement of situations of poison removal on globefish migaki, the Governor of Tokyo consulted the Tokyo Metropolitan Food Safety Council about "the status of the systems concerning handling of globefish." The Council subsequently submitted a report on October 13, 2021.
Based on the report, the Tokyo Metropolitan Government Ordinance for the Regulating of Handling of Globefish and its rules for enforcement were revised.

~The notification system of handling processed globefish products was abolished on April 1, 2022 ~

Providing notification to the public health center for handling the following products in Metropolitan Tokyo is no longer required.

  • Globefish migaki and testicles from which the toxic parts have been completely removed (including unpacked products)
  • Globefish sashimi, globefish dishes, or any consumable products that do not require further processing
  • Globefish hotpot ingredients or any consumable products after further heating or cooking
   

When procuring globefish, choose only items from which the toxic parts have been completely removed.

* The following products must be handled by licensed globefish cooks at a certified globefish facility.
  • Globefish which has not been processed at all
  • Globefish migaki from which the toxic parts have not been completely removed (including globefish migaki with fins, which is not edible, still attached)
   

Points to be observed continuously

  1. When procuring globefish, choose only items from which the toxic parts have been removed completely.

  2. Create and keep purchase or sales records properly.
    Based on sanitation management in accordance with HACCP, continue delivery confirmation when purchasing, creating, and keeping purchase records properly.

  3. Label properly according to the Food Labeling Act.
    Labeling as “toxic parts removed” which was stipulated by Tokyo Metropolitan Government Ordinance for the Regulating of Handling of Globefish is no longer required. However, labeling in accordance with the Food Labeling Act is still required as before. Check the required labeling items for the product to create the appropriate label.

~The examination system for licensed globefish cooks will be changed from April 1, 2023~

* The examinations during FY2022 will remain the same as the conventional “licensed globefish cooks examination.”

Qualifications for the examination will be discontinued.

Qualifications for the “licensed globefish cooks examination”
  (1) Licensed cook's license, (2) At least two years of on-site experience under a licensed globefish cook

The title of the qualification will be “Globefish Handling Manager.”

For licensed globefish cooks licensed before March 31, 2023.
Your “Globefish Cook License” will be considered as “Globefish Handling Manager” from April 1, 2023 onward. Retaking the examination or undergoing a conversion procedure for issuance is not required. (In terms of the certification for the certified facilities, no further procedures are required)

The contents of the examination will be partly changed.

  • “Knowledge of sanitation for seafood” will be added as an examination subject on the written test.
  • The cooking skills part will be removed from the subjects of “Globefish processing skills” in relation to the practical skills test.
The details of the new examination and the procedures relating to the license are to be announced after October 2022 on the website of the Tokyo Metropolitan Government.
